What is the 95th percentile?
The 95th percentile is the smallest number greater than 95% in a month's usage of bandwidth. Any peaks of usage over 95% Kbps are not used in billing. The average of bandwidth usage under the 95th percentile is what we bill for.

Why bill this way?
This is a fair system that allows customers to remain satisfied with the high speed connection while only paying for what they use. Other methods of charging for bandwidth either limits the bandwidth the customer uses or may end up costing the customer more for bandwidth unnecessarily.
